The 60 and 80 relay rods are the same taper but are not the same as the tie rods. Relays rods for the two are 21mm 1.5 thread. You are trying to stuff a tie rod end into a relay rod tapered hole. . Your best solution is to run a Toyota tapered reamer into the pitman arm.That would let one use FJ60 tie rod ends instead of drag link ends which have the correct taper diameter but a different thread diameter.
