You can hear the sound being made as if the water is rising and falling but it does not actually happen. The water works fine on the first bit. You have to get one to follow you into the room where you see the ghosts and kill one on top of the round thing for it to open that allows access to the stairs. This, or knock one out and drag them in there and kill them.
