The governor setting can adjusted, but by changing the hole the spring is connected to. IMO, the two are completely different things. A governor works to limit RPMs. A throttle stop works to limit power. So if you back out the throttle stop and gain RPMs, it is because the engine is making more power and you are still under the governor setting.Step by Step: Take the screwdriver and turn the fuel/air screw all the way in but not really tight. Now loosen the fuel/air screw to 1, and 1/2 turns out. Start the engine. Once your engine starts running, loosen or tighten it 1/4, turn at a time and note the RPM.
