Once you're ready to spend your civic points, navigate to the civics section on the far right of the Government & Ethics menu. You'll be able to see how many points you have left to spend. This would be a great thing. Always found it tedious that the ethics of the population can drift over the spectrum but the gov't itself is monolithic. I'd like to see some sort of chance for change based on the relative population or perhaps a chance when their is a leadership change.Lets break down the ethics available in Stellaris. Won't take long if you're both spiritualist and collectivist to change everyone to the new ethics anyhow. Now that I think about it, finding a way to fire that anomaly is probably the most "clean" way to change ethics.
