etch primer is an acid primer avoiding oxydation thus rust. Epoxy seals so oxygen cannot reach the metal, thus avoiding oxydation. I read lots of posts where people used etch primer 1st on bare metal and then epoxy over it as a sealer, but it depends on what sort of epoxy you use. In fact some epoxy primers don't need an etching one ….
