Should be 12V on the brown wire at the actuator, and the TCCM should see 12V coming through the actuator on the light blue wire. When the TCCM grounds the light blue wire the actuator locks the axle.Shift the lever from 2 to 4 high and you should be able to hear the axle actuator. It sounds like a little electric servo because that's pretty much what it is. With the engine running, you more than likely cant hear the servo getting power.
