Anet has all the informations about your character, including every POI, vistas, hearts, stories, items, etc. Maybe they could just create new charater, copying all these unlocked data from the old one.Bank tabs are not ever restricted to a single character nor or shared slots. What this means is that if you put an item into any of the bank/shared slots, it's accessible to all players.
