But if it allows water to get under it due to scratches or chips, then it tends to hold moisture longer.It is not cheap, at $40/quart. You need to do a minimal amount of prep- wire brush the rust and sand the existing paint to remove gloss. No primer needed whatsoever- you can paint this product over rust, bare metal, or existing paint.
